How SmartCert Gets You Ready for EO 14415

A new executive order is changing how defense suppliers prove where their materials come from. Here’s the plain version of what’s happening, and how SmartCert makes it easier.

What EO 14415 actually means, in plain terms

On July 20, 2026, the President signed a new rule for anyone who supplies parts or materials to the U.S. military or its contractors.

Boiled down, it says three things:

  • The government stops issuing waivers on January 1, 2027, except in narrow cases with an approved mitigation plan. The workarounds that let iffy sources slide before are going away.
  • You need to know where your stuff really comes from. The order calls it an “indentured Bill of Materials” that traces every part, component, and material back to its origin. That includes your suppliers, and your suppliers’ suppliers, all the way down.
  • You need proof. If someone asks, “Where did this metal come from?” you have to answer with real documentation, not a guess or an email chain.

Cybersecurity rules like CMMC don’t cover this. This is about the physical stuff you buy and sell, and whether you can show a clean paper trail for it.

If your team is still tracking certs in spreadsheets, emails, and shared folders, this is a big lift. If you’re using SmartCert, most of the work is already happening in the background.

If you already use SmartCert

You’re set up. The next move is making sure your account is doing the heavy lifting.

1. Check your default layout. This is what drives the document intelligence piece. It determines exactly which data points get pulled out of every cert package you import. Make sure it captures what EO 14415 will ask about: country of origin, material source, supplier tier, heat and lot numbers, for example. If a cert came in before you updated the layout, you can re-run it against your updated layout to pull the additional data.

2. Compliance summaries are automated, so you already have them. Turn on additional compliance checks so certs get flagged when they’re missing country of origin or other required fields. Import your industry specs and customer flow-downs so SmartCert knows exactly what to check against.

3. Use the status and version history tab on each SmartCert. Every status change and every action is date and time stamped, with full version history in one place. If someone asks who touched what and when, it’s already there.

4. Feed your vendor scorecards with the details SmartCert is already capturing. Response times, flagged issues, revision counts, missing fields. Sort by who responds fast, who sends clean paperwork, and who keeps getting flagged. That’s your starting list for cleaning up your supply chain.

5. Get your whole team in the same view. You have unlimited users for a reason. If purchasing is in one spreadsheet and quality is in another, that’s a gap. Use the built-in chat to keep supplier conversations right on the cert instead of buried in email.

6. Start pulling your suppliers’ suppliers into SmartCert. Ask your top vendors for certs from where they source their raw material. The sooner those pieces are in the platform, the less scrambling you’ll do later.

If you have a free account, or you mostly just receive certs

You already have the tools that matter. Free accounts get the same document intelligence, compliance summaries, and status history on every cert coming in.

1. Check your default layout first. It drives what gets pulled out of every cert you import. Set it up around the details you’ll need to prove: origin, material source, supplier, any red flags.

2. Compliance summaries run automatically. Turn on additional checks so any cert missing a country of origin or other required field gets flagged for you. Import your industry specs and customer flow-downs so the checks are tied to what your customers actually require.

3. If SmartCerts from suppliers come in without the data you need, you have two options: Ask the supplier to update their layout with the required fields or re-run the SmartCert against your custom layout so the platform pulls the additional data. Either way, you’re not stuck.

4. Use the status and version history tab on each SmartCert. Status changes and date/time stamps are captured for you. When a customer asks when you received or approved something, the answer is right there.

5. Review the details SmartCert captures (response times, missing fields, revision counts) to strengthen your own vendor scorecards. Even with a small number of certs, patterns show up fast.

6. Use the chat inside the SmartCert to close gaps. The conversation stays attached to the record, so the resolution is documented and searchable later.

7. If volume is growing, or your customers are asking you to send certs downstream, that’s a good moment to look at upgrading. Receiving keeps you audit-ready. Sending closes the loop for the customers depending on you.

If you’re not using SmartCert yet

You have time, but not a lot. You don’t need a big project to start building the paper trail.
